They are not recommended to be kept in a 1-gallon tank. Although it is common to see goldfishes kept in a bowl, it is very cruel and ultimately will kill the goldfish. Fish have evolved over many millions of years to survive in water with a certain amount of dissolved oxygen, acidity, and other trace molecules.
So, though skim milk is nine-tenths water, it still would be entirely insufficient to support a fish for long.
If you are willing to clean your tank out at least once a week by replacing about a fifth of the water , you can get fish such as neon tetras, guppies, or platties.
I reccomend only getting a couple. A 12 litre aquarium is good for a few shrimp or a single betta, and many will urge you not to even keep a betta in such a small confinement. I had 3 betta fish. With a mature tank, good water quality and regular maintenance you could keep a community of 20 tiny nano fish in a 30 litre BiOrb, or 15 fish the size of a Zebra danio.
The majority of fish would definitely prefer more side to side and front to back swimming room than height. You also get more oxygen exchange from the top on tanks with a large footprint rather than tall tanks with a small footprint.
